Terra combines an extraordinary record of progressive community leadership with a keen understanding of public policy. I first met Terra more than 20 years ago when she was a staffer for San Diego City Councilmember (now Congressman) Juan Vargas. Throughout her singular career in public service, Terra has served as Senior Advisor in the Obama Administration, written award-winning research books, worked as a professor teaching graduate students in public policy, and helped the United Nations and governments worldwide to advance sustainable development and economic inclusion. Most recently, we are grateful that she brought her considerable organizing skills to bear in helping us flip the 49th Congressional District from red to blue in 2018.
Terra has spent her life working for social, environmental and economic justice. She founded and led a national organization with 350 affiliates on campuses across the country -- fighting to protect the rights of workers and the heath of our communities and the environment in global trade deals, divest from dirty fossil fuel companies causing climate change, and end profiteering from unaccountable gun manufacturers. As the lead plaintiff in an ACLU lawsuit, she helped overturn an unconstitutional curfew that unfairly targeted youth of color. And as an expert for the United Nations and the World Bank, she developed cutting-edge approaches to protect human rights, promote more accountable governance, and catalyze green infrastructure investment.
Terra is the only candidate in the race prepared to tackle some of San Diego’s most intractable problems. As an attorney and a political economist (earning both a PhD and a JD from New York University), Terra understands that the issues of transportation and traffic, affordable housing, and environmental sustainability in our County are inextricably interconnected, and must be addressed with a bold plan. Terra will also lead the County to invest in the essential social and public services that have been too long neglected by our current Republican Supervisors -- driving real solutions to expand healthcare access and mental health services, reduce homelessness, protect public safety, and improve criminal justice.
